Noida Water: A Sustainability Illusion

Civilizations have always clustered along rivers, for fresh water and fertile soil. Varanasi, Kolkata, Ayodhya, Prayagraj, Ujjain, all grew on a riverbank and are still there. Noida broke that centuries-old rule, and fifty years on, is still paying for it.

A city built without a question, it should have asked

Noida was founded in 1976 for one reason: it sat next to Delhi, and the land was cheap and empty. That land was an old alluvial plain, dense silt-clay, poor soil, groundwater so hard and brackish it was barely usable. The plan was to shift Delhi’s polluting industries out and call the result the New Okhla Industrial Development Authority (NOIDA). Growth, jobs, infrastructure, but nobody asked where the people living there would get a glass of drinking water.Anyone in Noida through the 1980s and 90s remembers salty tap water, tea that curdled, dal that wouldn’t cook, taps and geysers rusting from within. The state’s answer was, in effect, no answer, and into that vacuum grew a private market for filters and purifiers that never went away. Noida grew into a metropolis on a foundation never built to support one, with no natural freshwater source nearby.

The man who saved a city, he never knew would exist

The irony is that Noida’s survival today traces to a 19th-century British engineer, Sir Colonel Proby Thomas Cautley, who had no idea Noida would ever exist. Between 1848 and 1854, Cautley built the Upper Ganga Canal, 291 km long, still carrying 13,000 cusecs across north India and, incidentally, also into Noida taps today.Noida’s own administration took 38 years after founding to lay a modest 25-km pipeline from Dasna-Masuri in Ghaziabad. Mission Ganga Jal launched in 2009; the water didn’t reach Noida until 2014. What runs from a Noida tap today has travelled all the way from Haridwar, carried by a colonial-era canal, not any foresight of the city that needed it.

What actually comes out of the tap

Here’s the uncomfortable arithmetic, as of July 2024, Noida needs roughly 407 million litres of water a day, with 58%, about 240 MLD, is Ganga canal water. The rest is hard, saline groundwater, pumped from around 300 official tube wells and blended into the supply in 60-40 ratio.Even that 58% isn’t reliable. The canal shuts down five or six times a year for regular maintenance and desilting, and the pipeline breaks down two or three times besides. Altogether, Noida loses its Ganga supply for roughly 30-40 days a year, often alongside power cuts and pump failures. That’s when supply fails, chaos follows, and the tanker mafia moves in.Run the numbers against the National Building Code’s benchmark of 135 litres per person per day, applied even to the outdated 2011 census of 1.34 million, and the city needs about 181 MLD just for basic use, before gardens, car washes, or pools, and before current population growth factored-in.

Nobody drinks the tap water, so everybody pays

Because the Ganga supply is diluted with brackish groundwater, essentially nobody drinks straight from the tap. That single fact has created an entire shadow economy.At the bottom, an unregulated market of local RO water has sprung up, 20-litre bottles for around ₹20, or filled delivered door to door from tanks mounted on e-rickshaw for ₹15. This water comes from unauthorized borewells with no quality checks, feeding a large migrant and underprivileged population. Those who can’t afford even this, ₹150-200 a month, fall prey to waterborne disease as seasons turn.At the top, wealthier households spend ₹5,000 to ₹20,000 or more on branded RO systems, or buy bottled water at ₹100-plus for 20 litres, itself groundwater extracted near the bottling plants, exporting the same problem elsewhere. Hotels and businesses burn through thousands of plastic bottles daily, stacking a plastic problem on a water one.The pattern repeats up and down the income scale: nobody trusts the source, so everybody pays extra to route around it. Demand spikes exactly when the pipeline goes down, meaning water businesses do best precisely when the city is most vulnerable.

The ground is running out from under Noida

The real cost is underground, invisible until you look at the numbers. Groundwater levels have fallen from 75-100 feet in the year 2000 to 200-600 feet in pockets by 2026, a drop of 8-10 feet a year, on average. The Central Ground Water Board’s (CGWB) 2023 assessment puts extraction at 105% of replenishment, leading CGWB and UP state assessments to classify the region as “over-exploited” or “critical.”The National Green Tribunal and UP Pollution Control Board regularly handle illegal groundwater extraction cases against real estate projects and businesses. A single borewell costs ₹80,000-90,000 and takes a couple of days for an easy drill. This continues despite the UP-Groundwater Act, 2019, fines of ₹2-5 lakh, up to a year in prison, and a cognizable offence letting police act without a warrant. None of it has been enough. There’s no official count of unauthorized borewells, though locals put the number in the thousands.

What would actually fix this

The Yamuna is nearby but polluted and low-flowing, the canal is unreliable, and the water table is in freefall. A few steps would change the trajectory:

  • Capture the monsoon. Invest in rainwater harvesting as a genuine supplement to Ganga supply, mandated across homes, societies and commercial buildings.
  • Turn dead borewells into recharge points. Defunct borewells in city parks could become recharge pits instead of holes in the ground.
  • License every drill. Drilling agencies should register, and every new borewell should need a No Objection Certificate before extraction, not after.
  • Map the illegal wells. Every unauthorized borewell should be identified, then regulated or sealed, so the city can plan recharge around real demand.
